Community Board for Police Accountability and the Office of Community-based Police Accountability Information (together, the Oversight System)

Description

The mission of the Community Board for Police Accountability (CBPA) and the Office of Community-based Police Accountability (OCPA) is to independently investigate sworn employees and supervisors thereof within the Portland Police Bureau promptly, fairly, and impartially, and impose discipline if determined appropriate by the Board. The CBPA also may make recommendations regarding police practices, policies, and directives to Portland Police Bureau with a primary focus on community concerns. The Board will appoint a director of the Office of Community-based Police Accountability (OCPA). The director of the OCPA will hire city employees who will investigate complaints of alleged misconduct against the Portland Police Bureau (PPB). The CBPA also can make recommendations regarding police practices, policies, and directives to PPB with a focus on community concerns.

A nominating committee will review applications for the CBPA and will recommend candidates for the 21 board seats and six alternate positions to the City Council for appointment.

Application for Community Board for Police Accountability
February 28, 2025. The City is now taking applications for the CPA, a governing body of community volunteers who will carry out the police oversight mission defined in Charter. Members become “public officials” under the law when performing this work, and will be placed in a position of trust. They will need to complete required trainings, prepare for and attend meetings, review investigations listen to testimony, read and understand long documents, and if needed, decide appropriate discipline. Time commitment for this board will vary month to month. Applications are open until April 14, 2025.
